Tom is the President of Thomas B. Locke & Associates, LLC, a security consulting and investigative firm based in Gambrills, Maryland.
Tom is a 32-year veteran of the Federal Bureau of Investigation having retired in 2002 as the Acting Assistant Director of the Inspection Division at FBI Headquarters in Washington, D.C. He is a highly experienced investigator and administrator who has received countless commendations not only from the six FBI Directors for whom he has worked, but also from numerous local, state, federal, and international organizations. He has been the on-the-scene commander in numerous terrorism, kidnapping, drug, and other complex crisis management scenarios. He conducted the FBI’s first extra-territorial terrorism investigation involving the bombing of the American Embassy in Beirut, Lebanon in 1983. As the events of September 11, 2001 were unfolding, Tom was called upon to staff, direct, and oversee the worldwide investigation.
Tom’s second career is almost as busy as his first. He is a member of Team Adam, a rapid response child recovery group sponsored by the National Center for Missing & Exploited Children. He investigates allegations of priest sexual abuse for the Maryland Province of the Jesuits. He provides consultant services on U.S. Government contracts for major corporations such as Northrop Grumman. He has been contracted by Royal Caribbean Cruise Lines to investigate serious on-board incidents. He was also recently named Managing Director of BGR Holding, Washington’s premier government relations and strategic advisory firm.
Tom is also a member of the American Society for Industrial Security, the FBI Agents Association, the Society of Former Special Agents of the FBI, the International Homicide Investigators Association, the National Association of Retired Federal Employees, the J. Edgar Hoover Center for Law Enforcement, the International Association of Chiefs of Police, and the International Association of Bomb Technicians & Investigators. He is a member of the Security Intelligence Board for iJet Intelligent Risk Systems, an emergency travel and safety services corporation in Annapolis, Maryland. Tom has also appeared as an international terrorism commentator for FOX National News.
